The records were transferred to the Archives in the summer of 1981. Shortly thereafter they were placed in a state of temporary arrangement with a preliminary finding guide prepared. Arranging and describing the records in a formal and complete manner began in 1984. Careful attention was given to maintaining the records in the original order in which they were received; however, it became necessary once processing commenced to establish several new series, especially among the earliest records, since there was no discernible pattern of arrangement. The finished processed collection consists of 167 boxes and over 50 films and videotapes which are divided into twelve series. According to provisions of the Agreement of Deposit the entire collection is open for research, but permission to quote extensively or make copies of audio-visual materials must be received from the KHSAA.
The KHSAA records are an excellent source for historical information on the Association's activities in particular and twentieth century Kentucky high school sports in general Numerous historical trends and themes can be traced in the records. Of particular interest is the relationship of high school athletics and local and state political activities. The records, especially the Minutes of the Board of Control and the Tournament Correspondence Series, document the intense personal and economic rivalry between Louisville and Lexington to attract the Boy's Sweet Sixteen basketball championship games to their respective cities. The Eligibility Lists and Correspondence Series is of vital interest to those doing genealogical research, along with researchers concerned with the effect of the integration of black schools into the KHSAA in the 1950s, and the effect of the school consolidation movement in the 1950s and 1960s on small rural high schools. Significant information on the development decline, and resurgence of girl's athletic competition is adequately chronicled in the records. Statistical information concerning scores and best records abound in the materials. Unfortunately, however, many films of previous KHSAA sponsored championship events, especially Boy's basketball tournament games, have been either lost or destroyed. In addition, the photograph collection is very sparse. The majority of the processing of the records and all of the typing of the inventory, box labels, and other items was performed by student assistants assigned to the Archives. Their diligence and promptness in completing this project is deeply appreciated. Additionally, the Archives is indebted to the KHSAA for depositing their records at Eastern Kentucky University for permanent preservation.
The Kentucky High School Athletic Association (KHSAA) was organized in Louisville in April 1917, when a small group of male educational leaders met by appointment during the annual meeting of the Kentucky Educational Association to discuss the regulation of inter-high school athletic contests. The writing of a constitution and by-laws was left to the organization's governing body, to be known as the Board of Control. The original board consisted of President Moses E. Ligon, prinicipal of Lexington High School, W.O. Hopper of Mt. Sterling and John H. Way of Carrollton. The Board's initial meeting on September 22, 1917 established the KHSAA's purpose--to purify athletics and codify basic rules of player eligibility and athletic conduct. Although the Association's Secretary, John H. Way, in his first letter to high school principals, declared that high schools had long felt the need for the influence of such an association only eighteen schools were sufficiently interested to join it. Charter members were: Frankfort, Louisville Male, Owensboro, Carrollton, Lexington High School, Carlisle, Anderson County, Monticello, Somerset, Ashland, Stanford, Paris, LaGrange, Norganfield, Danville, Clark County, Cynthiana, and Covington.
Enthusiasm for membership in the Association was slow to develop. By 1918 only twenty-one schools had paid their $1.50 annual dues. During the 1920s and 1930s high school sports achieved greater popularity which in turn led to the rapid growth for the KHSAA. The Association grew in part because it continued to adhere to its original purpose of developing and regulating high school athletics by the adoption of uniform rules of player eligibility and by making the school's prinicipal responsible for their observance. Other contributing factors included the improvement of the status of the coach, and the promotion of boy's and girl's post-season championship tournaments in basketball.
To be eligible for KHSAA membership, a school was required to be listed in the Kentucky Public School Directory. By 1938 over 600 schools had joined the Association, and the KHSAA's authority to impose penalties and sanctions against member schools violating rules and regulations had been upheld by the Kentucky Court of Appeals. In addition to determinating player eligibility the organization performed many other functions such as determining tournament sites, managing the state high school championships, establishing rules and regulations of competition, controlling game officials sanctioning All-Star and out of state games, resolving scheduling conflicts, investigating player and crowd misconduct, and administering the Player's Protection Fund which paid claims to injured athletes.
From its inception in 1918 the Boy's State Basketball Tournament has been the Association's major source of revenue. The initial tournament was held at Centre College in Danville. It moved to Lexington and the University of Kentucky's Alumni Gymnasium in 1919 and remained there until 1941 when it moved to the Louisville Armory which had a larger seating capacity. The KHSAA did not begin to make significant revenue until the late 1930s when increased attendance made the Sweet Sixteen tournament one of the premiere sporting events in Kentucky. This attendance coupled with increased revenue from radio broadcasting rights, assured the financial success of the Association. From the 1940s on the boy's tournament site has been located either in Louisville or Lexington. The girl's basketball tournament began in 1921 and continued until 1932 when basketball was abandoned as a high school sport. The tournament was reinstituted in 1975. Other sport championships were gradually added to the KHSAA's sanctioned list of athletic contests which presently includes 29 championships in twelve sports.
The Association's structure also changed through the years in part as a reponse to various changes which have occurred within society. In 1935 the Board of Control's membership increased to five. Four years later another man was added. In 1937 a delegate assembly of school representation was established. Instead of each member school sending a voting member to the annual meeting (always held in Louisville to coincide with the meeting of the Kentucky Educational Association) sixty-four districts were established in the state with each member school allowed to vote for a delegate from the district to attend the annual meeting.
Until 1947 the Association's chief administrative officer had been the President who was selected every year. Only four men, with M.S. Ligon and W.F. O'Donnell of Carrollton having the longest tenure, served as president prior to the beginning of World War II. The war seriously interrupted high school sports scheduling due to the rationing of gasoline and the inability of schools to acquire buses for team transportation. Shortly after the end of the war, the Board of Control voted to hire a full time commissioner to oversee all the Association's activities. Longtime board member Theodore A. Sanford of Henderson was selected. Under Sanford's direction the Association grew and prospered, with revenues from the boy's basketball tournament showing a substantial increase. Sanford negotiated the KHSAA's television contract for the 1955 boy's basketball tournament and during his tenure, the Association moved to its first permanent location on Rose Street in Lexington. Additionally, the integration of all black high schools into the KHSAA in the late 1950s occurred during his presidency. Sanford retired in 1972 and was replaced by his longtime assistant Joe Bill Mansfield who was succeeded by Tom Mills in 1976.
The 197Os saw the KHSAA continue to prosper and experience many other significant changes. In response to a federal court order in 1971, the Association added a black assistant commissioner (Louis Stout) in 1972, as well as two black members to the Board of Control. In 1976 the organizations first female assistant commissioner (Diane Caines) was selected following the return of the Girl's State Basketball Tournament in 1975. The composition of the Board of Control has changed to its current total of twelve members two of which must be black and two of which must be female. Another significant change to the KHSAA's structure was the passage of SB60 by the 1978 Kentucky General Assembly which placed control of interscholastic athletics under the Kentucky Department of Education. The Education Department has delegated authority to the KHSAA to manage athletics and is only involved in the appeals procedure. In response to dwindling attendance at the boy's basketball tournament in Louisville in the early 1970s, the Association moved the championship to Rupp Arena in Lexington for several years. Attendance, as well as revenue, increased dramatically.
Under the direction of current Commissioner Tom Mills, the Association has continued to grow with the addition of championships in soccer and softball, the continued growth of both boy's and girl's basketball tournaments, and the inception of a program to help with drug and substance abuse. Because of school consolidation the Association's current membership has decreased to 292 members.

WHEREAS the Depositor wishes to place on deposit in the University the following collection of materials:

THEREFORE, in consideration of the above and in further consideration of the conditions and understandings hereinafter set forth, the parties agree as follows:
I. The Depositor transfers physical custody of the collection to the University with the following understandings:
a. The University will furnish to the Depositor upon request a copy of any document or record in the collection. It is further agreed that if the collection is later withdrawn, the University retains the right to duplicate such collection for its holdings.
b. The collection will be open to qualified researchers and subject to duplication
c. All copyrights and literary rights (including permission to publish) resides with the Depositor.

Most of the earlier records are eligibility lists of basketball teams from member schools. Many of the lists between 1927 and 1932 make mention of the women's teams from those years; after this, women's athletics do not reappear until around the mid-6Os. After a slight break in the records during World War II the lists and correspondence resume in the late 1940s. After the war many new sports start appearing. In the mid 50s black high schools joined the KHSAA, so many of their records appear.
A typical eligibility list contains useful information, including player's date of birth, city, county, and/or state of birth, and number of semesters in high school. These lists could be of vital help to those doing genealogical research. Most of the correspondence in this series consists of letters to and from the KHSAA office and the member schools. The letters discuss such topics as eligibility of players problems that occurred at ballgames, contract disputes and much more. The discussion inside these letters gives much insight to the day-to-day running of the KHSAA, as well as insight into the profound changes produced by school consolidation in the 1950s.
During the earlier years, many of the eligibility lists can be found in either the Presidential Correspondence Series or the Miscellaneous Correspondence Series.

The materials deal primarily with overseeing eligibility of individual players. Most of the eligibility conflicts that developed concerned issues such as; the 21-year old rule, the preceding semester rule, transferring from one school to another without corresponding change in address, passing the minimum number of academic credit hours and being eligible as a war veteran.
Correspondence is arranged chronologically by year and then alphabetically in folders according to the first letter of the school's name. In researching individual cases, it is recommended that both schools be consulted since that case could be under either or both schools. *Publications Series*
The series consists of four basic publications. The first is The Kentucky High School Athlete which began publication in 1938. Designated the official organ of the KHSAA, The Athlete contains minutes of meetings, financial transactions of the association, rating of officials, and a summary of the sports action that took place in the previous month. The second publication is the Constitution, By-Laws and Tournament Rules. The official "law" of regulating athletics is contained in this section. The next publication is the Directory. It contains all the addresses of each school in the Association along with addresses and phone numbers for every official in the organization from the coaches to the commissioner plus statistics of past KHSAA championship tournament winners. The final section is the State Tournament programs. These are the official guides to the championship tournaments and games in each of the sports sponsored by the KHSAA. There is also a miscellaneous box housing materials that don't fall in the designated categories.
