In June 1981 the Board of the League of Women Voters (LWV) of Richmond voted to place their records on permanent deposit with the Eastern Kentucky University Archives. The records were scattered among the homes of several board members, with many stored in the home of the retiring secretary.
Another group of records had been kept by Jay Ogden, the first president of the LWV of Richmond. Mrs. Ogden had been instrumental in organizing the league here and served as a LWV representative on a number of state government committees. Many records from those activities are included, often containing notes handwritten by Mrs. Ogden.
The collection is separated into eight series: Environmental Quality, Human Resources, Local Business, Local Programs, Local Publications, Memorabilia, State Programs, and Voter's Service. This arrangement reflects the way the material has been organized by various board of director's members who carry different areas of responsibility within the organization. For example, normally one board member will be chairperson for the local programs, another for voter's service, and so forth.
The material dates from 1962, when the local league was organized, until
1986. A very few items actually pre-date the organization of the Richmond
LWV. These records are apparently background material gathered as the league
studied different issues. Types of material include minutes of meetings,
local publications, reports to the national organization, correspondence,
newsclippings, background material from other organizations, one award,
and two scrapbooks.
The twenty years of records contained in this collection shows the LWV of Richmond to be very involved in local and state affairs, with continuing interest in national issues, but with less activity on that level. The papers in the Local Program Series are perhaps the most noteworthy as they show the league studying an issue, arriving at conclusions, and acting on those conclusions. Some of these actions were successful such as the establishment of a local health department tax; some of them were unsuccessful such as the failure to establish a local library taxing district. All these programs tell much about how the League of Women Voters of Richmond works.
Much of the material used in this history is drawn from a resume prepared in 1978 by Jay Ogden.
WHEREAS the Depositor wishes to place on deposit in the University the following collection of materials:
League of Women Voters, Richmond Records, 1963-1980, 1 cubic foot
NOW THEREFORE, in consideration of the above and in further consideration of the conditions and understandings hereinafter set forth, the parties agree as follows:
I. The Depositor transfers physical custody of the collection to the University with the following understandings:
a. The University will furnish to the Depositor upon request a copy of any document or record in the collection. It is further agreed that if the collection is later withdrawn, the University retains the right to duplicate such collection for its holdings.
b. The collection will be open to qualified researchers and subject to duplication.
c. All copyrights and literary rights (including permission to publish) resides with the Depositor
II. Additional understandings or restrictions:

The University shall permanently preserve materials donated under the terms of this AGREEMENT in the University Archives administered by the University1s Archivist in accordance with accepted archival practices. The University shall not be held responsible for any acquisition damaged or destroyed by fire, water, theft, natural or manmade disasters, and/or other possible calamity.

This series contains a large variety of materials divided into three boxes including papers not generated by the local league. For instance, many newsclippings are included as well as books and pamphlets prepared by government agencies and by private organizations concerned with the environment. The material is divided into three subseries, each covering roughly the period of 1960-1976. All materials are arranged chronologically
The Air-Quality Subseries consists of one box of publications which are non-league in origin. Some correspondence from the state board is also included.
The Land-Use Subseries consists of a variety of materials published by the state league as well as by other organizations. The great majority of material concerns strip mining. This subseries also contains notes on local programs, correspondence, information about lobbying the state legislature, and a collection of newsclippings. One folder of newsclippings is undated. Another folder contains material related to topics other than strip mining.
The Water-Quality Subseries consists of one box of state statues, copies of addresses, scientific studies, materials from other organizations, magazine and newspaper articles, state league publications, league position statements, newsclippings, and correspondence. Three folders contain material from a notebook evidently acquired by a local league member who went to a Water Quality Training Institute sponsored by the Conservation Foundation.

A. Air-Quality Subseries:
The Human Resources Series consists of two boxes of local, state, and national materials dealing with a variety of topics which includes public welfare and education. Materials are arranged alphabetically by folder title and chronologically within the folders. All national program material is grouped together in one folder.

Description:
The Local Business Series consists of one box of records divided into two subseries. The first subseries is General Local Business Subseries which contains annual reports to the League of Women Voters of the United States: Budget and Finance Drive material, Bulk Mail Rate Application, Local League History, Local By-Laws, and Membership lists. These are arranged alphabetically by folder title and chronologically within the folders.
Next is the Minutes of Meetings Subseries. Beginning in 1967 and continuing until 1980 there is an almost complete set of minutes of board meetings, general meetings, annual meetings and some board directed correspondence. Unfortunately, the earliest minutes were not found with the papers when given to the Archives. All of this material is arranged chronologically.

A. General Local Business Subseries
Description:
The Local Program Series consists of one box of materials covering the years 1962 through 1982 and is divided into two subseries. The first subseries, the General Subseries, consists of four folders arranged alphabetically by folder title and chronologically within the folders. Miscellaneous correspondence, newsclippings, and policy statements dealing with the local area is included.
The Local Program Items Subseries contains material selected by members for study and action at the local level. The subseries contains correspondence, newsclippings, reports, notes for programs presented at meetings, and other material relating to these topics Folder titles describe the subject matter contained in them. The folders are arranged alphabetically by title and chronologically within the folders.

Description:
The Local Publications Series consists of two boxes of materials covering the years 1963 through 1983. The majority of the items in this series is The Richmond Voter, the official newsletter of the organization. Folder titles describe the subject matter contained in them. The folders are arranged alphabetically by title and then in chronological order. Material within the folders is arranged chronologically.

The Memorabilia Series contains one award to the league and two scrapbooks prepared by members. The scrapbooks consist of newsclippings and observer's accounts of local meetings. Items are arranged chronologically.

Description:
The State Program consists of one box covering the period 1965-1982. The material includes correspondence, reports, newsclippings, and one pamphlet. The State Legislature folders mainly focus on league lobbying efforts. Judicial Reform folders contain information about efforts to amend the state constitution so as to reorganize the judiciary. The suit against the KHSAA (Kentucky High School Athletic Association) was brought by the state league in coalition with other interested parties to force a move of the Girls' High School Basketball Tournament from Richmond to a larger city. The Richmond League questioned the desirability of such a move. The Miscellaneous folder contains correspondence, memos and information concerning the state league. The material is arranged chronologically.

Description:
The Voter's Service Series consists of two boxes of materials dealing with certain league service projects in the community from 1962 to 1986. Most of the items are questionnaires circulated to local candidates for election Other material consists of press releases and of materials relating to various candidate forums. Information on voter registration drives is also included. The papers are arranged chronologically.
